THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industry Classification System (NAICS) code for the requirement is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This is a brand-name only small business open market RFQ. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION & BRAND-NAME JUSTFICIATION The Applied Electrical Metrology Group of the Quantum Electrical Measurement Division at the National Institute of Standards and Technology (NIST) Gaithersburg, MD, has a requirement for three PXIe-compatible modules: 1) Embedded Controller module, 2) Time Synchronization module with TCXO for PXIe chassis operation to time synchronize with GPS, IRIG-B, and IEEE 1588 protocol for timely data sampling, and 3) Multifunction I/O (input/output) module for analog signal measurements and control. These three modules are to be integrated into an existing PXIe 1062Q chassis for precision time-synchronized AC voltage measurements. NIST has three National Instruments PXIe-compatible sampling modules PXIe chassis that the required embedded controller, time-synchronization module, and multifunction I/O modules must integrate with. Non-National Instruments manufactured equipment and control software is capable of integrating with this pre-existing equipment. If the modules are not procured, the Wide Area Measurement and Control Project of the NIST Smart Grid Program will be unable to meet program milestones to perform reference measurements for characterization of measurement errors in merging units and other power quality monitors used in the power grid. Accurate distorted power measurements are critical to the reliability of electric grids as the numbers of power inverters used with wind farms and solar arrays are connected with the grid. Inaccurate measurements in the grid can lead to poor control decisions that can destabilize the grid and lead to power outages. Note: Reference attachments for complete solicitation.
