AMENDMENT 005-The Combined Synopsis/Solicitation is amended to revise the following Requirement/Specifications, the submittal requirements and the evaluation. Revised Combined Synopsis/Solicitation dated 6/8/2020 supercedes previous document. If the below revision does not change your submittal you can submit an email to the Contracting Specialist stating there is no change to your previous submittal and the previous submittal will be evaluated for award. If revision does change your submittal or you are submitting for the first time on this combined synopsis/solicitation then follow the submittal instructions contained below. REVISION FROM: For the purpose of the Statement of Requirements Section 4.6, Offerors shall submit one (1) as-cast ingot prepared by the water chilled vacuum suction casting mold to evaluate the cooling rate. 1. The composition of ingot alloy shall be Fe - 0.25 Ni (by mass fraction). 2. The rod dimension shall be 50 mm in diameter and 150 mm in length excluding a residual molten metal. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04 effective January 15, 2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. Line Item 0001 is being procured as a 100% set aside for small business. Line Item 0002 is an optional line item and is being procured as Brand Name or equal, 100% set aside for small business. The non-manufacturer rule applies to this procurement. In accordance with the non-manufacturer rule, both the manufacturer and the distributor must be a small business. Any concern submitting a quotation in its own name, that proposes to furnish an end product it did not manufacturer (a “nonmanufacturer”), is a small business if it has no more than 500 employees.
