The contracting officer will not use, nor shall this soliciation be subject to the formal source selection procedures described in FAR Part 15. The soliciation document and incorporated provisions and clauses are those in effect through Federa Acquisition Circular 2020-04, Dated 1-15-2020. The National Institute of Standards and Technology (NIST), Acquistion Management Division (AMD), Team E-Boulder has a requirement for Organic Systems Data Capture Services per the attached SF 1449.
