This solicitation is for a multiple award Mechanical Construction Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle for the Department of Commerce, National Institute of Standards, located in Gaithersburg, Maryland. The Mechanical Contractor(s) shall provide the necessary supervision, management, personnel, materials, and equipment to perform repairs, renovations and alterations to facilities and utilities. The scope of this contract will require the Contractor(s) to perform maintenance, installation, and or repair on air distribution, exhaust air, heating and domestic water distribution, natural gas, refrigeration, steam and condensate systems and manholes. Typical maintenance activities may include: adjusting/replacing belts and aligning sheaves, filter replacement, coil and casing cleaning, lubricating/replacing bearings and seals, inspect/lubricate damper operators, inspect/replace gages or sight glasses, inspect/re-pack/replace valves, inspect/clean drains, pump replacement, and inspect/adjust/repair control systems for proper operation. The Mechanical Construction Contractor(s) shall provide services to perform the following, but not limited to: Demolition, repair, replacement, modification, or addition to hydronic, plumbing, refrigeration, and steam/condensate piping systems including associated equipment. This may include campus distribution systems as well as building-level systems. Demolition, repair, replacement, modification, or addition to air-conditioning/distribution and exhaust air systems and associated equipment. Work may include performing air and water balance of systems. Demolition, repair, replacement, modification, or addition to air-conditioning/distribution control systems including direct-digital, electric, and pneumatic systems. Demolition, repair, replacement, modification, or addition to fire sprinkler systems Demolition, repair, replacement, modification, or addition to laboratory safety equipment such as safety showers and eye wash stations. Maintenance activities for air-conditioning/distribution equipment, exhaust air equipment, hydronic equipment, plumbing equipment, and refrigeration equipment. Work will generally be performed in occupied areas and may involve phasing to maintain or limit disturbances to on-going operations. Such restrictions will be identified in the scope of work for individual task orders. Details on the required services will be provided in individual Task Orders. Detailed information on required qualifications and past experience will be contained in the attached solicitation documents. The awarded contract(s) will include various construction services with the period of performance for base services at 365 days from contract award. This IDIQ shall include one (1) Base Period and four (4) Ordering Periods. The cumulative amount of all task orders issued against each IDIQ contract shall not exceed $8,000,000. Task Order amounts are expected to be between $2,500 and $1,500,000. Award of the contract(s) resulting from this solicitation will be made to the responsible Offerors, as defined by FAR 9.104-1, whose proposal is complete pursuant to the preparation and is responsive to the evaluation factors, in addition to offering the “Best Value” to the Government which may not necessarily be the proposal offering the lowest price nor the highest technical rating.
