THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED; AND A WRITTEN SOLICITATION DOCUMENT (I.E. STANDARD FORM) WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02_2 effective June 5, 2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 332722 - Bolt, Nut, Screw, Rivet, and Washer Manufacturing. The small business size standard is 500 employees. This acquisition is being procured using full and open competition. Simplified acquisition procedures will be utilized. BACKGROUND INFORMATION The National Institute of Standards and Technology's Engineering Laboratory's Materials and Structural Systems Division is in the process of developing a modular structural reaction system that will be used for applying vertical and lateral loads in structural testing. In order to facilitate development of this system, NIST requires two sizes of structural bolts with countersunk heads. These bolts are required for: 1.) Assembling Steel Reaction Frames (SRFs) into test setups and 2.) Assembling stacks of Concrete Structural Reaction Blocks (CSRBs) and post-tensioning them to the structural reaction floor at NIST.
