The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Hopewell Design Inc.; 5940 Gateway Drive, Alpharetta, GA 30004-6413 for the purchase of a Hopewell GR420 Irradiator to be utilized by NIST's Physical Measurements Laboratory (PML). The statutory authority for this acquisition is FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire irradiator is that is capable of meeting the following combination of unique minimum specifications: • Self-Contained Dry Source Irradiator (Sources comply with ISO 2919:2012 and ISO 9978:1992) that was developed and • Adheres to using steel, lead, and tungsten and ANSI/HPS N43.7-2018 for safe design of self-contained dry source storage irradiators. • Contains shielding to limit user exposure to levels below less-than 0.02mSv/hr. @ 30 cm from the surface, for all modes of operation which ensures that the operator is safe. • Does not have a radiation cone at the top of the irradiator column, which was known to be extremely dangerous in the previously owned Gammacell models. • Must comply with ISO 2919:2012 and ISO 9978:1992. • The electrical supply (120/230 VAC, 15A, 50/60 Hz) and air supply (100 psi) that is compatible with our existing infrastructure. • On the data collection site and the operation of controlling temperature between the range of 20-70? via circulating water connected to that is compatible with connect to our existing infrastructure and compatibility with existing ancillary equipment in use within the NIST High-Dose Dosimetry program. • Lastly, the GR420 has safety built-in for the loading, unloading, and reloading of Cobalt-60 source rods to sustain the unit over the coming years. Procuring a system that is incapable of meeting all of the technical requirements would result in radiation safety concerns to the operator and duplication of cost for the Government to redesign existing infrastructure for the electrical supply, air supply, temperature controlling, and ancillary equipment. Hopewell Design Inc.'s GR420 Irradiator has been identified as the only equipment capable meeting all of the required specifications. Hopewell Design Inc. is the sole manufacturer and distributor of the required equipment and sells its products direct. No resellers have been identified. *****The North American Industry Classification System (NAICS) code applicable for this acquisition is 334517 - Irradiation Apparatus Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 1:00 p.m. Eastern Standard Time on July 31, 2019 will be considered by the government.
