The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Key Techno Co., Ltd., 14-6, -Chome, Kanda Suda-cho, Chiyoda-ku, Tokyo 101-0041 Japan, for the purchase of 3 four-terminal multi-mechanical scanner to be utilized by NIST's Physical Measurement Laboratory (PML). The statutory authority for this acquisition is FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire a four-terminal multi-mechanical scanner that collectively includes the five (5) unique requirements below. (1) The equipment shall possess automated switching that ensures the most accurate electrical measurements. (2) The scanner shall utilize coaxial connections, instead of relays, for input and output terminals with all shields isolated from the instrument chassis and other input/output shields as this provides the best isolation of unwanted noise signals from the measurement system and as relays are problematic for current cryogenic comparators. (3) The equipment shall possess short internal cable lengths (less than 50 cm) to mitigate capacitive effects from long cabling and long contact life (>100,000 times). (4) To ensure accurate timing, control, and the taking accurate repeated measurements the equipment shall possess a programmable interface (i.e. IEEE-488 (GPIB) interface). (5) The equipment shall possess a four-terminal multi-mechanical scanner configuration that provides a four-wire signal (4 center conductors and 4 shields) with all shields isolated from the instrument chassis and each other is required for added efficiency by being able to automatically measure multiple artifact standards. Key Techno Co. is the sole manufacturer and distributor of the equipment identified that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 5:00 p.m. Eastern Standard Time on April 19, 2019 will be considered by the government.
