The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Clarke Hess Communication Research Corp.; 3243 RTE, 112 STE 1, Medford, MY 11763 for the purchase of phase angle measurement instrument(s) for NIST's Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire a phase angle measurement instrument(s) that collectively, is capable of measuring phase angle with an accuracy of plus or minus 0.025 degrees or better (smaller absolute numeric value) over the entire frequency range 5 Hz to 20 kHz, have an IEEE-488.2 interface, have at least two measurement channels, and shall collectively have AC coupling available for measurements above 20 Hz. The phase angle measurement instrument(s) will be used for development of the capability to measure the phase response of microphones when performing microphone pressure reciprocity calibrations which is a critical part of the PML's Acceleration, Vibration and Acoustic's (AVA) Project mission. PML's AVA Project also plans to develop the capability to perform such measurements at infrasonic frequencies, the instrumentation performance shall be specified for frequencies as low as 5 Hz. Phase angle measurement instruments will be integrated into the current microphone pressure reciprocity calibration system and will be used to make the electrical phase measurements required to determine the microphone phase response. Clarke Hess Communication Research Corp. is the sole manufacturer and distributor of the equipment identified that meets these requirements. *****The North American Industry Classification System (NAICS) code for this acquisition is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 1:00 p.m. Eastern Standard Time on March 19, 2019 will be considered by the government.
