Notice Type: Pre-Solicitation Number 1333ND19QNB650530 Posted Date: 08/06/2019 Response Date: 08/20/2019 10:00 am Eastern Archiving Policy: Automatic, 15 days after response date Archive Date: 09/20/2019 Base Notice: Notice of NIST's Intent to Negotiate on Sole Source Basis for Wyatt Technology quasi-elastic light scattering (QELS). The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Wyatt Technologies, located at 6330 Hollister Avenue, Santa Barbara, CA 93117 to purchase one (1) QELS module that is compatible with NIST-owned DAWN HELOS II (S/N 1281-H2) multiangle lights scattering detector, maintenance manual, and training. This additional module will provide high resolution separations of complex nanomaterials in aqueous-based media with simultaneous on-line analysis of size, concentration, mass and elemental composition. Instrument delivery and training must be completed 60 days from time of award. NIST's Material Measurement Laboratory (MML) Nanomaterials Research Group relies heavily on on-line light scattering capabilities hyphenated to flow field flow fractionation (A4F). The on-line quasi-elastic light scattering detector provides direct measurements of hydrodynamic size within NIST’s dedicated hyphenated instrumentation suite. The laboratory supports the NIST Mission to accurately determine hydrodynamic size of fractionated materials that is an important metric for determining changes in mass, coating thickness, density and morphology. The improvements to the instrumentation will provide the flexibility necessary for the development of improved test methods for current and emerging issues related to ENMs associated with biomedical, environmental and industrial relevant measurement needs. The sole source justification is based on the following: Market research has shown that Wyatt Technologies is the original equipment manufacturer and sole source provider of the WyattQELS components and instruments. The WYATT WELS is the only system compatible with our existing system. No other company is authorized to distribute the WyattQELS in North America new or refurbished currently owned by NIST; therefore, Wyatt Technologies is the only source available to provide the required instrument and training. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 10:00 AM ET on Wednesday, August 20, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
