COMBINED SYNOPSIS/SOLICITATION 1333ND19QNB640660 Isotope Ratio Mass Spectrometer (IRMS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5 Simplified Acquisition Procedures. This solicitation is a Request for Quotations (RFQ) for an Isotope Ratio Mass Spectrometer (IRMS). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2019-05 effective 08/13/2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured using Full and Open (unrestricted) competition. The Chemical Sciences Division (CSD) is involved in the development of measurement methodology and reference materials for organic and inorganic materials for a variety of geological, chemical, and biological communities. CSD requires an isotope ratio mass spectrometer (IRMS) to analyze the stable isotope signatures of the light element's hydrogen, carbon, nitrogen, oxygen, and sulfur. CSD will use this IRMS to characterize primary reference materials that are used to define the various isotopic delta-scales, as well as, to characterize secondary reference materials that are matrix appropriate and often compound-specific to support food safety and authentication studies, as well as, environmental and other biogeochemical investigations.
