THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-05 effective August 13, 2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. The acquisition is being procured as full and open competition. The National Institute of Standards and Technology's Materials Science and Engineering Division (MSED) is developing "Thermal MagIC", an SI-traceable method for 3D thermal magnetic imaging and control. As part of our work, we are developing the characterization methods for all parts of the system, from the magnetic nano-objects to the imaging instrumentation, which requires sensitive instrumentation for measuring the physical and magnetic properties as a function of applied magnetic field and temperature. Responsible quoters shall provide a quotation for the following line item. All equipment must be new. Used or remanufactured equipment shall not be considered for award. LINE ITEM 0001: QTY 1 EACH, STAND-ALONE AC MAGNET meeting all of the required specifications: It is required that the AC magnet be capable of adjusting the magnetic field and the frequency simultaneously and to the full extent of their range. All cables, hoses, and/or connectors necessary for the operation of the AC magnet shall be provided. The contractor shall provide a desktop computer properly configured to run the AC magnet, including software. The computer shall have installed both a CD-RW drive as well as an available USB connector (beyond those needed for the AC magnet to computer interface). System Requirements: • Electromagnet Specification o Peak Field (Bz): at least 70 mT o Field Uniformity (3mm x Ø20mm): ? 7 % o Maximum Operating Frequency (sine wave): at least 25 kHz o Peak Excitation Current: at least 100 A o Peak Excitation Voltage: at least 680 V • Pole Pieces o Double tapered o Taper face (width x length): 7.5 mm x 27.5 mm o Taper angle: 60o o Pole Face Diameter: 46 mm o Pole Gap: 13 mm • Amplifier Specifications o Peak Current: at least 100 A o Peak Voltage: at least 170 V o Peak Continuous Power (RMS): 3.3 kW o Frequency Range: at least 0-100 kHz o Two amplifiers shall be provided. • Single Coil (Coils connected in series or parallel depending on supply configuration) o Conductor Type: Litz 48-6-36 o Conductor cross section (Width x Thickness): 12.2 mm x 0.71 mm o Turns per coil: 14 o Coil DC Resistance at 20°C: 4.05 m? o Coil DC Resistance at 60°C: 4.43 m? o Coil inductance: 64.8 µH • Power Dissipation and Thermal Properties (single coil at 20 kHz) o Coil Power Dissipation: 12.2 W o Power Dissipation in complete yoke from hysteresis: 83.2 W • Mechanical Properties o Dimensions (width x length x height): 125 mm x 178 mm x 212 mm o Mass: 36.4 kg • Computer and Computer Control o Computer with the means to transfer data to modern computer systems, through both Ethernet and magnetic / flash media as well as both a CD-RW drive as well as an available USB connector (beyond those needed for the AC magnet to computer interface). o Ability to control the AC magnet (field amplitude, frequency, and shape (sine wave vs. square wave) from external programs such as LabVIEW or other third-party software • Two (2) sets of manuals for the base system and all options. o The manual may be supplied in hard copy or electronic format (or both). o The manual must cover the proper operation, routine maintenance, and troubleshooting for the instrument, all options, and controlling software • All cables, hoses, and/or connectors necessary for the operation of the AC magnet shall be provided, as well as any materials for verifying operational field/frequency (such as a Rogowski coil). Operating Conditions: This system will be required to operate at ambient temperature and humidity conditions. However, the contractor shall specify the limits of environmental conditions consistent with sound operation of their systems. These can include, but are not limited to, temperature, humidity (RH% and condensing/non-condensing), and potential interference from magnetic fields, electric fields, radio waves, micro waves (e.g. ovens), and fluorescent lighting. Safety and Shielding: The contractor shall provide all safety devices needed to assure the safe operation of the AC magnet. This may include, but is not limited to, interlocks to prevent overheating of the power supply. INSTALLATION The Contractor shall install the instrument in Building 223, Room A140, at NIST Gaithersburg, MD. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer's specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC). Installation is to occur within 6 months of award. WARRANTY The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful completion of delivery. The warranty shall commence upon successful completion of delivery, installation, training and demonstration of all required specifications. TRAINING The Contractor shall include training at NIST for up to 2 NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Technical Point of Contact (TPOC) to ensure maximum availability of NIST personnel. Training is to occur within 10 days of installation. The training may be completed on-site at NIST immediately after installation and demonstration of specifications. DELIVERY All work shall be completed not later than 6 months from the date of award. Delivery terms shall be FOB Destination. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed during normal business hours at the following address: National Institute of Standards and Technology 100 Bureau Drive Gaithersburg, Maryland 20899 Normal business hours at the NIST are Monday through Friday, 8:30 a.m. to 5:00 p.m. Eastern Time except for Federal holidays or other official closures. GENERAL INFORMATION Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations (http://www-i.nist.gov/mml/safety/policies/index.htm.) Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal. Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed guards when entering the campus. Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words "Contractor" in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract. Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver's license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle's rear-view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract. ACCEPTANCE CRITERIA AND PAYMENT SCHEDULE Final acceptance by the Government shall be granted after confirmation that the equipment meets all requirements of the statement of work, including installation and training. The warranty shall not commence until final acceptance has been granted by the Government. Should any deficiencies be noted prior to final acceptance, the Contractor will be notified and provided the opportunity to correct all deficiencies, at their expense, in accordance with the commercial terms and conditions of the contract. Repeat of factory tests on-site at NIST to confirm specifications as installed. (NIST employee would be available for testing at manufacturer prior to shipment, if necessary.) The contractor shall be paid in one lump sum payment upon submission of a proper invoice, and upon submission by the Contractor and acceptance by the Government, of the required electron flood source. Partial payments shall not be authorized. EVALUATION CRITERIA AND BASIS FOR AWARD The Government will award a purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest priced, technically acceptable. Technically acceptable means that the Contractor provides a quotation that meets all requirements of this combined synopsis/solicitation. Price will be evaluated to determine that the total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. The Government will evaluate the Contractor's past performance information to determine its relevance to the current requirements and has a satisfactory or better rating of past performance in the past two (2) years. In assessing the Contractor's past performance, the Government reserves the right to obtain past performance information from other sources. The Government will assign a neutral rating to Contractors with no relevant past performance. If the Government determines that Past Performance issues represent an unreasonable risk of performance failure, the Contractor's quote may be determined to be technically unacceptable. REQUIRED SUBMISSIONS All quoters shall submit the following within their quotation: 1) A firm-fixed price, FOB Destination price quotation, which addresses all line items. 2) One electronic copy of technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the required specifications stated herein. It is the responsibility of the quoter to ensure that all specifications are clearly documented; 3) If product literature does not address any given specification, a discussion of how the Contractor will meet or exceed that required specifications. Modifications to the quoted system must be discussed; 4) Details of the proposed warranty; 5) The timeline for delivery; 6) This is an Open-Market Combined Synopsis/Solicitation for equipment, as defined herein. The Government intends to award a Purchase Order resulting from this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: a. The quoter shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR b. The quoter shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Quoter's shall list exception(s) and rationale for the exception(s) Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a quoter submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation; 7) The Dun and Bradstreet Number (DUNS number) for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to submit a quote; 8) The country of manufacturer for the quoted equipment; 9) For the purpose of Past Performance, the Offeror shall provide past performance information on relevant public or private sector contracts for the past two (2) years. The information should describe contracts of a similar type and scope as the current requirement. The information should also include relationships (partnerships, teaming, or subcontracting) with other firms for such contracts. Offeror should address plans to prevent the repeat of performance deficiencies identified for previous contracts. If the Offeror has no relevant past performance, a statement to that effect should be included in the proposal. The Government has the right to consider data obtained from other sources; 10) Quoters shall include a completed copy of the provision, "Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction Under Any Federal Law (Class Deviation) (March 2015)" with their quotation.
