The National Institute of Standards and Technology (NIST) Chemical Sciences Division is responsible for chemical measurements in a broad range of areas, including the development of reference materials for the determination of the nutritional content of foods. Of all food products, infant formula is the most regulated in the U.S. and worldwide. The Infant Formula Act of 1980 requires that various nutrient levels fall within a specified range or above a specified minimum. Consequently, a Standard Reference Material (SRM) with values assigned for these nutrients is important so that manufacturers can monitor their products and ensure that their analytical methods are accurate. SRM 1849 Infant/Adult Nutritional Formula was released in 2009 and sold 500 units per year; this material sold out and was replaced in 2011 by SRM 1849a Infant/Adult Nutritional Formula, which currently sells over 700 units per year. The objective of this procurement is to establish a firm fixed price contract for Standard Reference Material (SRM 1849b) Infant/Adult Nutritional Formula. The NAICS code for this requirement is 325199 with a small business size standard of 1,250 employees. Simplified acquisition procedures shall be utilized under the authority of FAR Part 13 Simplified Acquisition Procedures. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTPS://WWW.FBO.GOV under RFQ number 1333ND19QNB640202. Full and open competition is anticipated. Potential quoters shall be responsible for obtaining this solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential quoter to monitor www.fbo.gov for any amendments or other information related to the solicitation.
