This is a total small business set-aside solicitation for a firm fixed-price contract to replace the bridge decking aboard NOAA Ship Oscar Elton Sette (R 335), including removal of existing tile and underlayment and installation of government-furnished LONMARINE/LONSEAL resilient vinyl flooring and trim. Performance will occur on the vessel, with the contractor supplying all labor, additional materials, tools, and compliance with the Service Contract Act wage determination. The work involves surface preparation, priming, underlayment, heat-welded seams, cove molding, trim installation, and final cleaning/inspection, with government COR oversight at multiple stages. Evaluation will consider technical acceptability, past performance, access/availability/installation timeline, and price, with award intended as a low-priced technically acceptable offer. An option to extend services up to 6 months may be exercised.
