NOAA Oscar Sette Crane and Transportation Support
This is a total small business set-aside solicitation for logistical support to demobilize a diving operation on the NOAA Ship Oscar Elton Sette, including crane services to lift a 19,000-pound dive chamber from the ship onto a flatbed truck, transport, and heavy-duty forklift placement. The required performance date is September 4, 2026, at Kilo Pier and the NOAA Daniel K. Inouye Regional Center Boat Yard on Ford Island, with access to Pearl Harbor and Ford Island military bases required. The work includes a firm-fixed-price base contract with options for the flatbed truck transport and forklift service. Award will be made to the lowest-priced, technically acceptable offer based on technical capability, past performance, installation access, availability, and price. A site visit is recommended but not required, and the vendor must coordinate lifting approvals with NAVFAC.
