Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations requires the procurement of one (1) IS-12.5-3411 Instrument Sheave. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number 140802-24-0724 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. (iv) The NAICS code for this acquisition is 333613 – Sheaves, Mechanical Power Transmission, Manufacturing. This solicitation is being posted as a small business set-aside, brand name requirement with a small business size limit of 750 employees. Offerors must be for the specific Instrument Sheave listed in the Statement of Need. (v) Line items are as follows: CLIN 1: CTD sheaves are critical components for safe and efficient deck operations, particularly for handling scientific instrumentation during over-the-side operations. Ensuring the ship has reliable and durable sheaves will enhance operational safety and efficiency. See “SON.” (vi) Description of requirements for the items to be acquired: The NOAA Ship Gordon Gunter requires the procurement of one (1) IS-12.5-3411 Instrument Sheave. Quotes shall include all expected costs, including shipping costs, and whether they can meet the period of performance. (vii) Date(s) and place(s) of delivery and acceptance and FOB point.
