Attached is a Firm-Fixed Price Request for Quote (RFQ) to restore the functionality of the security access system and CCTV system at the NOAA NMFS WCR Portland, OR Office. The requirement is to upgrade the existing AMAG Software to the most current version, replace existing server and provide turnkey PC (preloaded with AMAG access and video software licensed for 16 readers and 8 cameras), transfer existing database and information to the new PC, and test all new AMAG software and all related security access functions including the CCTV recording functionality. NOTICE TO OFFERORS: Instructions for submitting a quotation under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. The Offeror that is non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. The quote shall be fully executed and returned on the Standard Form (SF) 18 and any acknowledgements of solicitation amendments on the SF 30. 2. Provide a response to the following in this package: a) 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Oct 2020) (d) Representation b) 52.204-26 Covered Telecommunications Equipment or Services-Representation (Oct 2020) (c) Representation c) 52.212-2 Evaluation – Commercial Items (Oct 2014) (a) (i) (ii) and (iii) (i) Technical Capability and experience: Licensed and bonded to provide AMAG system products and be experienced in security system installation to upgrade AMAG software to the current version, replace existing server and provide a turnkey PC, transfer existing database to the new PC, and test all new software and systems. (ii) Successful Past Performance in upgrading AMAG software, replacing existing server and providing a turnkey PC, transferring existing database to the new PC, and testing all new software and systems within the established delivery and completion date to the customer. (iii) Firm-fixed price all or nothing. Award will be made based on best value to the Government in consideration of price and other factors as listed. A Firm-fixed price Purchase Order will be awarded to the selected offeror based on best value to the Government. The evaluation criteria (i) to (iii) are listed in descending order of importance. Criteria (i) to (iii) will be scored based on completeness of the response received from the offeror in meeting the need for the services with the highest score attainable of 100%. A deficiency in the response to each criteria element may be reduced in score by 0.5% to 1%. A no response to the criteria (i) to (iii) will receive a 0% and the offer will not be considered for award of the Purchase Order. (i) 50% (ii) 30% (iii) 20% 5.
