The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires the delivery of specialty gases for NOAA/NEFSC Laboratory at Milford, CT location for base year plus four option years, as specified in the solicitation and statement of work. The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors. The formal solicitation is expected to occur on or around 11 March 2022, hard copies of the RFQ will not be issued. INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. The solicitation will be issued as a 100% small business set-aside. The NAICS code is 325120 with a size standard of 1000 EMP. Description of Work: The work consists of on-call delivery of specialty gases for NOAA/NEFSC located at 212 Rogers Road, Milford, Connecticut 06460-6499, for base year plus four option years, as specified in the solicitation and statement of work. Period of Performance (base plus (4) years): 1 April 2022 through 31 March 2027. Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2022-04, effective January 30, 2022. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures, and FAR Part 15, Contracting by Negotiation. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Past Performance). The solicitation number is 1333MF22QNFFM-0013? Hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the SAM.gov site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around March 22, 2022. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered and active within SAM. Award will not be issued to vendors not actively registered within SAM.
