The National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Protected Species Branch located at 166 Water Street, Woods Hole, Massachusetts 02543-1026, is soliciting quotes for non-personal services for vessel charter. Requirement is to provide all plant, labor, materials, equipment, transportation, and supervision necessary to retrieve and deploy one Noise Reference station (NRS) mooring, located offshore from the eastern tip of Georges Bank as specified in the solicitation and Statement of Work. The proposed requirement is solicited on an unrestricted basis. The NAICS code is 488390 with a size standard of $39.5M. The solicitation is issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2020-07, effective July 2, 2020. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the best value considering technical capability, past performance and price. RFQ is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.beta.sam.gov . The solicitation number is 1333MF-20-Q-NFFM-0040? Hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on August 7, 2020. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 and FAR Part 13 (Commercial Acquisition)). All responsible small business concerns/sources may submit a quote which shall be considered by the agency.
