The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires snow and ice removal services for facility/grounds maintenance that meets the governments requirements as specified in the solicitation and statement of work. The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors. The formal solicitation is expected to occur on or around 4 September 2019; hard copies of the RFQ will not be issued. INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. The solicitation will be issued as a 100% small business set-aside. The NAICS code is 561790 with a size standard pf $7.5M. Description of Work: The work consists of snow and ice removal services for NOAA/NMFS/NEFSC located at 166 Water Street, Woods Hole, Massachusetts, in accordance with the statement of work. Period of Performance: Base Year (funded at time of award) plus Four Option Years (unfunded at time of award). (November 1, 2019 through October 31, 2024). Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2019-03, effective August 13, 2019. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Past Performance). It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around September 19, 2019. This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)).
