SOLICITATION AMENDMENT 4 This amendment includes the following changes or clarifications: Corrects a discrepancy within the Statement of Need (SON) regarding motion detection/alerting. The former version of the SON included motion detecting/alerting in the Purpose description in a way that implied this feature is mandatory. However, the feature was listed in the NVR/DVR Option Features area. The correction makes motion detecting/alerting a mandatory feature, not optional. The amended SON is attached. Confirms that none of the cameras will be pole-mounted. Confirms that the Tucson location is receiving only one camera and does not require an NVR or DVR. Extends the Response Deadline from April 6, 2023 at 6 am MDT to April 10, 2023 at 6 pm MDT. Any vendors who have already submitted a quote are welcome to submit revised quotes before the new response deadline. Inquiries must be submitted to jen.brown@noaa.gov no later than April 9, 2023 at 6 pm MDT. SOLICITATION AMENDMENT 2 This amendment includes the following changes or clarifications: Clarify that the Contractor is responsible for providing wall-mounting hardware appropriate for each camera SOLICITATION AMENDMENT 1 This amendment includes the following changes or clarifications: Removed requirement for IPv6 Compliance and associated USGv6 documentation requirement Clarify that the Contractor is responsible for supplying the software required to run the proposed NVR or DVR and cameras Clarify that we are a federal agency and exempt from sales tax Clarify that quotes are to be submitted on vendor's own form; we are not providing a quote sheet to be filled in Clarify that vendors are permitted/encouraged to submit alternate quotes that will be evaluated COMBINED SYNOPSIS/SOLICITATION Video surveillance cameras and video recorders to the National Weather Service. Responses are due by 9 am MDT, April 3, 2023. Quotes must include the following: • Business information, to include the following: o Business Name o Point of Contact name, email address, phone number o SAM Unique Entity Identifier (UEI) o Ordering procedures • Pricing, limited to no more than 3 pages, to include the following: o Price per camera o Price per NVR/DVR o Price for shipping to the 22 addresses specified o Delivery lead time after receipt of order o Product Country of Origin • Technical specifications for quoted equipment. Quotes for prohibited equipment will be considered non-responsive; in particular see Links for FAR 4.21 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. • Between 3-5 references, limited to no more than 2 pages, to include reference name and phone number, and work performed • Capabilities statement, limited to no more than 2 pages, briefly describing experience in providing this supply • If your SAM.gov Reps & Certs are current, accurate, complete, and applicable to this solicitation, and require no changes applicable to this specific requirement only, then you do not need to include 52.212-3 in your quote. The following information is provided in accordance with FAR 5.207(c): (1) A National Stock Number is not assigned. (2) This requirement is for commercially available video surveillance cameras, mounting hardware, and network/digital video recorders (NVR/DVR). There is not a qualification requirement for this product. (3) There is no specific manufacturer or part number for this product. (4) The form, fit, and function specification description for the cameras and recorders is provided in the attached statement of need. (5) There is no predominant material of manufacture. (6) Quantity of 166 cameras, 166 wall mounts, and 26 NVRs/DVRs shipped across 22 addresses. There are no options for additional quantities. (7) The Unit of issue is LOT. (8) F.O.B. Destination to the 22 addresses provided in the attached Shipping List. (9) The delivery schedule will be in accordance with the delivery lead time identified by the selected contractor’s quote at time of award. (10) The duration of the contract is expected to be less than 6 months. There are no options to extend the term of the contract. (11) This requirement does not include any sustainable acquisition requirements. (12) The procedures to be used in awarding the contract is through a request for quote. The anticipated award date is April 5, 2023. (13) This is not an Architect-Engineer project. (14) This acquisition is not subject to Free Trade Agreements. See exception at FAR 25.401(a)(1). (15) This acquisition is not non-competitive. (16) All responsible sources may submit a quote, which shall be considered by the agency. The following information is provided in accordance with FAR 12.603 (c)(2) (i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation number is 1333LH23QNWWT0016 and is issued as a request for quotation (RFQ). A firm-fixed price contract is anticipated to result from this RFQ. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02, dated March 16, 2023. (iv) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 334220. The small business size standard is 1,250 employees. (v) The line item numbers, items, quantities, and units of measure, including options, are as follows: • Line Item No.: 0001 • Item: 166 outdoor security cameras, 166 wall mounts, and 26 NVR/DVRs delivered to 22 addresses in the western contiguous United States. • Quantity: 1 • Unit of Measure: LOT (vi) A description of requirements for the items to be acquired is provided in the attached Statement of Need. (vii) Dates and places of delivery and acceptance and FOB point: The FOB point is destination. Delivery and acceptance will be in accordance with the attached Shipping List, which provides the address, point of contact, and quantity to be delivered at each location. (viii) FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services (MAR 2023), applies to this acquisition. This is a Best Value acquisition and requires a capability statement and references to be provided with the quote. References must include at a minimum a valid name and phone number. If there is no relevant past performance history, affirmatively state that there is no relevant past performance history; references for other work performed are still required. A pricing sheet is not provided for vendors to fill in their quote. Quotes must be on the vendor's own form and include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotes must include business contact information (business name, phone number and email address) and pricing for all separately-priced line items in order to be considered responsive.
