The NEFSC Gear Research Team is seeking to purchase a tensile testing machine to test the tensile strength of multiple rope configurations created by fishermen as well as new weak rope prototypes as they come to market. This machine will allow us to verify the 1,700 lb. breaking strength of different weak rope and weak link products as would be required by proposed rule 50 CFR 229.32. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Woods Hole, Massachusetts, requires the delivery and one year service to include end of year certified calibration of a Tensile Strength Testing Machine with a delivery date of no later than April 30, 2021. Basis of Award: Best value to the government specifically lowest price technically acceptable. Technical Capability shall be based on meeting the essential salient features as identified within the incorporated statement of need and experience (past performance). Contractor must provide three references which demonstrate three (3) years (current) of performance for supplying and servicing tensile strength testing machines. The solicitation will be issued as a 100% small business set-aside. The NAICS code is 334519. The solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2021-03, effective February 16, 2021. The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the lowest price technically acceptable. RFQ will be available on or about March 10, 2021, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on March 25, 2021.
