Patent Technical Services This requirement was previously issued on GSA’s OASIS Small Business Pool I as a 100% small business set-aside listed under Request for Quote Number 1333BJ20Q000152008. The United States Patent and Trademark Office (USPTO) has reevaluated the requirement and is shifting the procurement to Beta.Sam.Gov as evidenced by this synopsis. The requirement will remain a 100% Small Business Set-Aside. Requirement: The Patent Technical Services (PTS) procurement will acquire a wide array of commercial services to support the USPTO. PTS requirement involves reviewing newly received U.S. patent applications for completeness and compliance with all filing requirements in order to determine compliance with USPTO and Federal rules and readiness for examination. The requirement also includes extensive support for the following activities: Incoming Mail Processing and Formality Review Process, Patent Cooperation Treaty (PCT) International and National Stage Application Processing, Technology Center Document Receipt and Mail Processing, and Administrative Clerical support functions. This Pre-Solicitation Notice is to inform interested parties that that the USPTO anticipates releasing a solicitation for the PTS requirement to Beta.Sam.Gov this August, 2020. This procurement is a 100% set-aside for Small Business concerns only. The anticipated North America Industry Classification System (NAICS) code is 518210, Data Processing, Hosting, and Related Services, and the small business size standard is $35.0M. The anticipated Product Service Code is R616 (SUPPORT – ADMINISTRATIVE: PHYSICAL RECORDS MANAGEMENT SERVICES). The USPTO intends to award a single Firm-Fixed Price contract that will include a 12-month Base Period and four 12-month option periods. The place of performance includes the USPTO’s Alexandria, VA main campus and Shirlington offices.
