The United States Patent & Trademark Office (USPTO) has a requirement to complete a comprehensive landscape study of existing and emerging research relevant to intellectual property rights (IPR) enforcement in the area of commercial-scale piracy. The goal of this project is to produce a substantial report that documents the state of the evidence and understanding on key issues (see bulleted examples below), identifies critical gaps in knowledge, and recommends future research priorities. The report will review available research and evidence stemming from academia, industry, and government sources. It will emphasize high-quality research and fully disclose any limitations or potential biases. Landscape reviews serve three purposes. First, by showing the state of research, they help all parties to achieve a shared understanding, leading to greater consensus and collaboration. Second, knowing the state of research helps to reveal knowledge "gaps" and formulate the most valuable research paths going forward. Third, the landscape studies will facilitate stakeholder engagement by identifying research themes that may be linkable to new or existing data.
