USPTO ACQ 22-00954 Law360 Notice of Intent to Sole Source The United States Patent and Trademark Office (USPTO), Scientific and Technical Information Center (STIC), hereby announces its intent to award a purchase order to Portfolio Media, Inc., doing business as Law360, 111 W 19th St Fl. 5, New York, NY, 10011-4115 on a sole source basis utilizing FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, and in accordance with 41 USC 1901 (e)(2) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this acquisition is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a size standard of 1,000 employees. The USPTO requirement is for Law360 online subscriptions. The contractor shall provide unlimited access to authorized USPTO users to legal news and content available on the Law360 platform, real-time breaking news, legal analysis, and legal alerts. Period of Performance will include a base period of one (1) year and up to four (4) option years. This is not a request for competitive quotations; however, the Government will review any product, capabilities, and quotes submitted prior to the closure of this notice. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
