Pre-Solicitation Notice: NOAA- Satellite Ocean Color System Vicarious Calibration – Marine Optical BuoY (MOBY) Operations and Maintenance

Notice ID:1332KP27R0001

NOAA’s Satellite and Information Acquisition Division in Silver Spring, MD, intends to award a sole-source, firm-fixed-price contract to the University of Miami to operate and maintain the Marine Optical BuoY (MOBY) system vicarious calibration capability for NESDIS/STAR in support of JPSS priority 2 ocean color requirements and existing NESDIS MOUs. The requirement includes maintaining MOBY’s metrological traceability to SI units. The action would be awarded on an other-than-full-and-open-competition basis under the only-one-responsible-source authority. This is a presolicitation notice, not a formal RFP, and interested responsible sources that can meet the operational, metrological traceability, and technical requirements may submit a capability statement. Responses will be evaluated solely to determine whether to conduct a competitive procurement, and the Government will not reimburse response preparation costs.
