(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Questions are due by 4:00pm Eastern on Tuesday, July 7, 2020. They must be emailed to the POCs listed in this notice. (ii) The solicitation number is 1332KP20RNEEG0002. The solicitation is issued as a request for proposals (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. (iv) This procurement is available for full and open competition to all business sizes. (v) The Contract Line Item Numbers (CLINs) to be used are as follows: CLIN 0001 - FFP - Preliminary Design Review - 10% Payment CLIN 0002 - FFP - Detailed Design Review - 10% Payment CLIN 0003 - FFP - Installation & Test Readiness Review - 20% Payment CLIN 0004 - FFP - In-plant Acceptance Test - 20% Payment CLIN 0005 - FFP - On-site Acceptance Test - 40% Payment (vi) NESDIS has identified the WCDAS 16.4 meter (m) Hurricane Rated (HR) antennas HR1 and HR2 to serve as the primary antenna for DSCOVR and primary/back up for Geostationary Operational Environmental Satellite R series (GOES-R) satellites. The HR1 and HR2 antennas require feed modifications to enable optimal long-term support to the DSCOVR and GOES-R missions while retaining coverage of the legacy GOES O/P missions. A full description of requirement can be found in the Statement of Work (SOW). (vii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. There is an addendum to the provision provided in the Terms and Conditions attached to this notice. (viii) The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The following evaluation criteria is used. The evaluation criteria is customized and provided in the Terms and Conditions attached to this notice. (ix) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. There are no addenda to the clause.
