Request for Information (RFI) INTRODUCTION The U.S. Department of Commerce (DOC) seeks commercial or private parties who are interested in purchasing white legal-size paper and white tabloid paper in bulk volume. BACKGROUND DOC is a federal agency dedicated to recycling and reuse to the maximum extent practical to divert re-usable solid waste from ending up in a landfill. After actively pursuing internal reuse, we have determined that the quantity remaining on hand is greater than internal demand. Therefore, in the interest of promoting recycling and reuse to the fullest extent possible, DOC is interested in finding prospective private entities interested in purchasing in bulk: •· 33 cases (10 reams per case; 500 sheets per ream) of legal-size (8 ½" x 14") paper. Of these, •o 25 cases are Aspen 30 premium recycled content paper and •o 8 cases are Xerographic recycled content paper. •· 107 cases (4 reams per case; 250 sheets per ream) of Wausau tabloid (11" x 17") white smooth finish paper The reams of paper are sealed in original factory wrapping. All revenue generated will be returned to our recycling account. PURPOSE The purpose of this request for information (RFI) is to determine interest in and solicit monetary proposals for DOC's excess supply of white multi-purpose legal-size paper and tabloid-size paper. DESCRIPTION OF INFORMATION REQUESTED All interested parties are invited to submit a monetary proposal to purchase the entire inventory. Perspective bidders must submit a statement as part of their proposal confirming this paper and binders will be re-used and will not go directly to a landfill. All monetary proposals must be received by 5 p.m. eastern standard time on May 9, 2019 via email to GoGreen@doc.gov. All proposals must provide contact information including name, address, phone number and email address. Proposals will be evaluated based on highest offer for the entire inventory and must include a written commitment to pick up the entire inventory no later than May 30, 2019 [KA(1] during weekday hours of 9 am to 3 pm. Only reasonable bids based on current market value will be considered. Only the highest reasonable bidder will be notified, unless determined to be nonresponsive, in which case the next highest reasonable bidder will be contacted until offer and acceptance are confirmed. Payment must be made in the form of a cashier's check or money order made payable to "Department of Commerce". Please note that the paper is located at the Herbert C. Hoover office building at 1401 Constitution Avenue, N.W. in Washington, D.C. The winning bidder will be expected to pick up the paper at their own expense.
