The Department of Commerce intends to make a sole-source modification to an existing contract with Accenture Federal Services for expanded support including post-go-live Hypercare, embedded resources, transactional backlog resolution, formal Hypercare certification, enhancements from MVP to enterprise optimization, organizational change management, and additional licenses with operations and maintenance services. The Government cites the only-one-responsible-source authority because the incumbent configured the system and has the implementation and go-live knowledge needed to provide immediate post-go-live support and integrated licensing/O&M for the same instance. This pre-solicitation notice is not a request for competitive proposals, and no solicitation package is available. Firms that believe they can fully meet the requirements may submit substantiating documentation or request additional information in writing to the identified point of contact, and such responses will be evaluated solely to determine whether to conduct the procurement competitively.
