This solicitation will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year ordering period, under which firm-fixed-price (FFP), time-and-materials (T&M), or labor-hour (LH) task orders may be issued. The contractor shall provide all services identified in the Performance Work Statement (PWS) for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Habitat Conservation in accordance with the attached terms and conditions. The contractor shall provide non-personal services for Scientific, Technical, and Program Support (STPS). All offeror questions pursuant to this RFP shall be sent to the Contracting Officer, alex.williams@noaa.gov, and Contract Specialist, nicholas.g.brown@noaa.gov, no later than August 11, 2023 at 2:00 PM Mountain Time. This synopsis is issued in accordance with FAR Part 5.203 and FAR 12. The purpose of this synopsis is to announce the National Oceanic and Atmospheric Administration’s (NOAA) intent to issue a solicitation as a competitive small business set aside to procure the services of an Offeror to provide Scientific, Technical, and Program Support (STPS) on an as needed basis to the National Marine Fisheries Service (NMFS) Office of Habitat Conservation (OHC). Collectively, this procurement will support the offices of OHC, the Restoration Center (RC), and the Deep Water Horizon (DWH) Damage Assessment Remediation and Restoration Projects (DARRP). Full details on this project will be provided in the solicitation. As a result of this solicitation, NOAA intends to award an indefinite delivery indefinite quantity (IDIQ) contract. The Government anticipates the issuance of Firm-Fixed Price (FFP), Time-and-Materials (T&M), and Labor-Hour (LH) task orders under the IDIQ. The anticipated period of performance is 60 months from the date of award with an expected ceiling amount of $74.5M. The solicitation will be issued on or about July 28, 2023. Please reference the solicitation for all appliable provisions, clauses, terms, and conditions. The solicitation will include all applicable attachments, proposal submission instructions, and evaluation factors for award. No reimbursements will be made by the Government for offeror proposal development costs.
