Announcement Number: 1305M323QNFFK0142 Project Title: Investigative Database Access and License Plate Recognition The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), intends to issue a solicitation for a commercial, firm-fixed price contract for investigative database access and license plate recognition access. This requirement will be solicited as a brand name or equal to Thomson Reuters’ CLEAR. The estimated base period of performance of the proposed contract action will be 10/1/2023 – 9/30/2024 with four 1-year option periods. This action will be issued unrestricted and will utilize FAR Part 12 and 13 procedures to provide database access to the National Marine Fisheries Service’s (NMFS), Office of Law Enforcement (OLE). For this specific effort, the NMFS/OLE requires an investigative database to research subjects of interest in support of investigations that will produce actionable intelligence. OLE is seeking a comprehensive and up to date database that aggregates public and proprietary records, such as DMV, phone records, business data and court records, and provides multi- jurisdictional data to provide a more complete picture of a subject. OLE also requires access to License Plate Recognition (LPR) data to query nationwide location information on vehicles of interest in real time. The North American Industry Classification Code (NAICS) for this acquisition is 519290, with a small business size standard of 1,000 employees. The product service code (PSC) is 7A21 – IT and Telecom – Business Application Softwre. This procurement is being issued unrestricted and no set-aside is being used. It is highly encouraged that any vendor desiring to be considered for contract award be registered in the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. The intent of this synopsis is for informational purposes only.
