This is a justification for an exception to fair opportunity for the acquisition of specific scientific journals that will be published by Elsevier B.V. in calendar year 2020. The journals are available through an online subscription service called ScienceDirect. ScienceDirect provides the only online access to Elsevier's publications. NOAA plans to issue a Delivery Order against the Federal Library and Information Network's (FEDLINK) Direct Express' Indefinite Delivery/Indefinite Quantity (IDIQ) multiple award contract with Elsevier B.V. (Vendor ID: EL, Contract#: LCFDL17D0078).
