NOAA seeks an annual subscription for nationwide U.S. human mobility data, with services estimated to start June 1, 2026, and include two one-year renewal options. The data will be used to study public use of coastal resources, particularly for assessing impacts from oil spills and toxic waste sites. The required data product is a count of unique devices per day within specified geographic areas, with all data needing to be anonymized and free of personally identifiable information. The subscription must allow unlimited access or a sufficient quota for about 15 projects per year and include comprehensive documentation and customer support. There can be no restrictions on NOAA's ability to share the data with partner agencies and the public.
