NOAA’s National Ocean Service intends to negotiate a sole-source contract with AssetWorks USA Inc. for eQUIP software licenses, implementation, and support. The sole-source justification is based on eQUIP being the only currently available product that fully meets NOAA’s cybersecurity requirements and CO-OPS’ operational asset management needs with minimal development risk, acceptable cost, and near-term deployment capability. Alternatives including ServiceNow, Archibus, and SmartSheets were evaluated but found lacking in customization, integrated functionality, FedRAMP approval, or internal staffing capability. eQUIP provides a single integrated platform for managing scientific instrumentation, field assets, calibration records, maintenance histories, and lifecycle tracking. AssetWorks is the sole GSA contract holder for eQUIP software licenses and support.
