The Government does not intend to award a contract on the basis of this Notice. The acquisition, if issued, will be issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and Part 13.5. A DRAFT Statement of Work is provided for informational purposes only. In preparation for an upcoming procurement, the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO), is performing market research to determine potential sources for Oily Water Separator System Support. The North American Industrial Classification System (NAICS) code is 562998, All Other Miscellaneous Waste Management Services. The size standard for this NAICS code is $8 million. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief (no more than three pages), typed Capability Statement in response to this sources sought announcement. The nature of the work to be performed is to provide installation of new oily water separators, parts and maintenance on new and existing oily water separators, and training for NOAA crew on the use of new and existing oily water separators as described in the attached DRAFT Statement of Work. This is not a request for technical or cost proposals. Standard brochures shall not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: Company name and address DUNS number Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service- disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/ or women owned small business) as validated via the System for Award Management (SAM) and based on the anticipated NAICS code identified above Company point of contact – name, phone, and e-mail address A description of the company’s ability to fulfill the requirements of the DRAFT Statement of Work. Describe how (and from where) staff is provided and any challenges faced when augmenting vessel staffing for positions as are needed with this requirement. Interested sources shall submit an electronic copy of their Capability Statement to Tamara Horton, Contract Specialist, via e-mail at tamara.horton@noaa.gov no later than 3:00 PM EST on February 20, 2023. This is not a request for quotation. The Government does not intend to award a contract based on this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
