The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for 110 Printed Circuit Boards that interface to a rain gauge in accordance with the attached specifications for The National Data Buoy Center at the Stennis Space Center in Mississippi. The PCB's the analog voltage output of the capcitance cell to a digital signal. This procurement replaces units that are 10 years old or older and will also expand the rain measurement capability in the TAO array. TAO is a major observational component of El Niño Southern Oscillation (ENSO) research and seasonal to sub-seasonal (S2S) forecasting. ENSO includes such phenomena as El Niño and La Niña, which have a substantial impact on the United States and global weather through floods, droughts, forest fires, tropical cyclones, and other severe weather events. The new sensors will provide additional capability to measure key ocean parameters in real-time that are critical to understanding ENSO and providing information for S2S predictions. The Governments intends to make an award to the responsive responsible quoter providing the lowest price technically acceptable in accordance with FAR 13.106-2(B)(3).
