THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M223QNCNJ0483 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02. The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Office of Coast Survey (OCS), Navigation Response Branch, NOAA Navigation Response Team, - Seattle has a requirement for maintenance repair service for the 34’ NOAA Navigation Response Team – Seattle vessel, NOAA Hull Number S3006. Specifically installation of an active cathodic protection system, and bottom paint renewal. The vessel is home ported at the NOAA Western Regional Center (WRC), 7600 Sand Point Way NE, Seattle, WA 98115. Contractors quoting on this RFQ must be within 100 miles by highway of the homeport address. A start date between date of award and July 31, 2023 will be negotiated at contract award. All work will be completed within 30 days of work beginning. The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1500 Employees. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-5535, Revision Number 19, dated December 27, 2022.
