1.0 OVERVIEW This is a supply requirement to provide upgraded diagnostic electronic instruments to be used by the National Weather Service (NWS) field technicians. Work includes providing a technical solution for the upgrade and deployment of diagnostic electronic instrument to be used by field technicians. The Contractor will be responsible for the procurement and replacement of the upgraded equipment. 1.1 Background The NWS maintains a nationwide and international environmental monitoring network consisting of equipment and telemetry for broadcasting, mostly unmanned. Field technicians staged in strategic locations are charged with maintaining this diverse and widespread variety of electronic devices including weather radio transmitters, weather radars, and other surface environmental surface observation systems. The scope of this PWS is to replace and update the approximately 12,000+ pieces of electronic diagnostic equipment that are listed in Appendix A and are used to support surface and atmospheric weather and climate monitoring equipment. There is a national and limited international network of surface and atmospheric weather and climate monitoring equipment that has been in use for approximately 40+ years. This network includes 1,033+ weather radio transmitters, 155+ weather radars, 985 surface observation systems and some additional ancillary equipment in the overall monitoring area. In all, there are over 12,000 pieces of diagnostic electronic equipment used to maintain the network. Most of this diagnostic equipment has already exceeded its natural life cycle; some equipment is over 40 years old.
