The purpose of this acquisition is to establish a firm fixed price (FFP) contract to provide all labor, material, and equipment necessary to successfully deliver a complete mid-life refit modification to the NOAA Ship RONALD H. BROWN. This acquisition will be competed on a full and open basis utilizing FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 15, Contracting by Negotiation. This refit modification will include an upgrade or overhaul on many of the ship’s systems. These systems include, but are not limited to, repower, bow thruster, Z-drive, potable water, chilled water, sewage, science refrigeration, uncontaminated seawater, air conditioning air handlers and heating, ventilation and air conditioning (HVAC), tank level indicator (TLI), navigational , radar renewals, overhead lighting, security perimeter lighting, and exterior ballast and fuel tank vent renewals In addition, much of the ship’s piping will be replaced along with steel, as identified in the already completed American Bureau of Shipping (ABS) report.
