THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M221QNMAN01139 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2021-05. The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Diving Center, located on the campus of NOAA’s Western Regional Center, 7600 Sand Point Way, NE Seattle, WA 98115-0070 is soliciting bids for the fabrication and installation of a removable platform system in the NOAA Diving Center training tank. The work will be conducted in conjunction with the sandblasting and painting of the tower by a third party. The mounting tabs will need to be installed the week of May 25, 2021 so that the painting of the tower can proceed. The delivery of the completed platforms shall be no later than June 20, 2021. This RFQ is 100% set aside for small businesses. The associated NAICS code is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing, with a Size Standard of 750 employees. The Government will award a firm fixed price contract based on the Lowest Priced Technically Acceptable (LPTA) quote. Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 11:00 A.M. Eastern on May 11, 2021. Telephone inquiries will not be honored. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted by 4:00 P.M. Eastern on May 15, 2021; Quotes must be submitted via e-mail to Wendy.Culbreth@noaa.gov. The anticipated award date is on or about May 20, 2021. Contractors are encouraged to register with the ConOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within ConOpps where this synopsis/solicitation is posted). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
