This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on https://beta.sam.gov/ Solicitation number is 1305M221QNMAN0023 and is being issued as a Request for Quotations (RFQ). This solicitation documents and incorporates provisions and clauses in effect through: Federal Acquisition Circular (FAC) 2021-02, effective 11-23-2020 located on https://www.acquisition.gov/browse/index/far Commerce Acquisition Regulations (CAR), effective 12/09/2020 located at http://www.osec.doc.gov/oam/acquistion_management/policy/default.htm, NOAA Acquisition Manual https://www.ago.noaa.gov/acquisition/AcqManual/09_acquisitionmanualtableofcontents.html It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The associated NAICS code is 488190 and the associated FSC code is J015 for this procurement: is not being set-aside for small businesses. See the table attached (attachment 1) containing the Schedule containing the Contract Line Item Number(s) (CLIN(s)) and items, quantities and units of measure for each ordering period and Statement of Work. It is anticipated one Indefinite Delivery Indefinite Quantity (IDIQ) contract with provisions for firm fixed price (FFP) task orders will be issued in response to this RFQ. Inquiries pertaining to this RFQ must be submitted in writing to Jonathan J. Sayoc, email jonathan.sayoc@noaa.gov no later than 2:00PM ET on December 28, 2020. This announcement will close at 2:00PM ET on January 13, 2021. Telephonic requests will not be honored. Quotes shall be submitted via electronic means (email) to jonathan.sayoc@noaa.gov by the date and time listed above. All responsible sources may submit a quote which shall be considered by the agency. The Ordering Period will begin on March 01, 2021 and last through March 01, 2026. The delivery Location will be as designated in individual task orders OR FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.
