The National Oceanic and Atmospheric Administration (NOAA) National Weather Service Eastern Region (NWS-ER) has an ongoing need for gaseous helium and hydrogen supply, delivery, and tank rental to support its Upper Air Observation program. The purpose of this Request for Quotations (RFQ) is to solicit quotes for these requirements across twelve (12) NWS-ER Weather Forecast Office (WFO) Upper Air sites. Attached to this notice are the SF 1449 (including the Statement of Work (SOW), Instructions to Offerors, and Evaluation Criteria) and RFQ attachments. A separate synopsis is not required as per FAR 5.202(a)(4), as the preponderance of this requirement is for a Major Helium Requirement subject to FAR Subpart 8.5. Offerors other than Major Helium Suppliers may submit quotations in response to this RFQ for the hydrogen portion of this requirement, as well as the helium portion due to limited helium supply availability in accordance with FAR 8.502. The deadline to submit questions is seven (7) calendar days after the issuance date of this solicitation. Offerors shall refer to the “Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items” section of the RFQ for additional information regarding questions and quotation submission procedures. Amendment 0001 (issued 13 January 2020) clarifies the unit of measure for helium (standard cubic feet) in Attachment 1 and adds the Vendor Questions and Responses document to the solicitation posting. Amendment 0002 (issued 24 January 2020) extends the due date for offers to Monday, 03 February 2020. Amendment 0003 (issued 27 January 2020) updates the Vendor Questions and Responses document and corrects a reference in Attachment 1.
