THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M220QNCNT00275 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-04. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Field Operations Division (Seattle, WA), requires the services of vessel(s), Captain(s) and crew to deploy and recover scientific instrumentation. The Contract Period of Performance is May 22, 2020 to September 30, 2020. The Government will award a Firm Fixed Price Contract based on the responsible offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA) offer. This RFQ is being issued as a 100% small business set-aside. The associated NAICS code is 483114, Coastal and Great Lakes Passenger Transportation, with a business size standard of 500 employees. The Product Service Code Class is AP51. Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Technical proposal on ability to meet the requirements of the Statement of Work/Schedule/Requirement. 4. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 5. Acknowledgment of Solicitation Amendments (SF-30), if any. 6. A completed copy of the representations and certifications at FAR 52.212-3 starting on page 21 of this solicitation 7. Submit no more than three past performance references similar in size and scope and completed or in progress within the last three years for meeting this requirement All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 11:59 P.M. Eastern on March 19, 2020; any award resulting from this RFQ will be made based on the lowest priced technically acceptable offer.
