The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division, Norfolk, VA 23510 intends to award a Firm-Fixed-Price Purchase Order utilizing policies and procedures of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The Government intends to procure a new 36-39 foot length commercial-duty, fiberglass hull diving/buoy workboat for the National Ocean Service (NOS), Office of National Marine Sanctuaries (ONMS), Florida Keys National Marine Sanctuary (FKNMS). The Government is seeking firms capable of providing a diving/buoy workboat that is serviceable within 100 miles of zip code 33040 because propulsion systems and components shall be serviceable within 100 miles of zip code 33040 and the engine manufacturer shall have an authorized dealer/service representative for service and part replacement within 100 miles of zip code 33040. The planned Request for Quote (RFQ) number is 1305M220QNCND0163. The North American Industry Classification System (NAICS) for this procurement is 336611, Ship Building and Repairing with a size standard of 1,250 employees. A complete RFQ package will be available on or about May 22, 2020 by downloading the documents on beta.SAM at beta.SAM.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available for download at the above site; this office will not issue hard copy solicitations. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
