The National Oceanic Atmospheric Administration (NOAA), NMFS, Operations Mgmt &Info Service, Miami, Florida, has a requirement for charter of a commercial live-aboard vessel to complete the biannual National Coral Reef Monitoring Program in the Key West region, Marathon region and in the Dry Tortugas area, located approximately 70 miles northwest of Key West, FL. The Period of Performance is May 15, 2020 – September 30, 2020. There will be approximately four 10 day cruises and one 5 day cruise during this time frame. The Government will award a firm fixed price contract based on best value to the government, lowest price technically acceptable quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 483114, with a business size standard of 500 employees. The Product Service Code Class is 1910. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Acknowledgment of Solicitation Amendments (SF-30), if any, and; Provide a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Address technical capability in meeting the requirement per the Statement of Work. Vendor must be registered in the SAM database. If vendor is not registered in SAM, go to beta.SAM.gov and register. Provide DUNS number. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 04:00 P.M. Eastern on January 22, 2020; any award resulting from this RFQ will be made based on the lowest price technically acceptable. Quotes must be submitted electronically via e-mail to linda.mullen@noaa.gov. All questions must be submitted in writing to linda.mullen@noaa.gov by 11:00 A.M. Eastern on January 21, 2020. Telephone inquiries will not be honored. The anticipated award date is on or about January 28, 2020. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted).
