The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the National Ocean Service, Office of Coast Survey, Marine Chart Division intends to solicit for mapping and cartographic services, raster and electronic navigation products. These required services will supplement the MCD existing staff, processes for continual maintenance of nautical source application, and modernization of existing raster and vector chart files. The services include: A. NCS I Raster Edits: Continually Update Nautical Chart suite raster file symbology B. NCS II: Maintenance of ArcGIS based vector files for Electronic Navigational Chart cells in the Nautical Information System database through application of source data C. Creation and maintenance of ArcGIS based templates for Electronic Navigational Chart cells in the Nautical Information System database through application of source data The performance period will be 48 Months. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about May 7, 2019 with proposals due on or about May 22, 2019. Selections for award are anticipated on or about July 15, 2019. This procurement will be solicited on a full and open competition basis. The Government anticipates awarding a single firm-fixed-price contract to a contractor whose proposals represents the best value to the Government, considering price and non-price factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, performance work statement, and all subsequent amendments. The performance work statement will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FBO Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
