This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subparts 12.6 and 13.5, as supplemented with additional information included in this notice. This synopsis/solicitation 1305M2-19-Q-NWWR-0264 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2019-03. This solicitation is conducted as a total small business set-aside under the associated NAICS code is 541990-All Other Professional, Scientific, and Technical Services with a small business size standard of $15.0 million. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City, is seeking to purchase upper air observation services using the NOAA Radiosonde Replacement System (RRS) for the Weather Service Contract Meteorological Observatory (WSCMO) located in International Falls, MN, in accordance with the Performance Work Statement (PWS) included herein. This National Weather Service (NWS) requirement will furnish all supervision and labor to take, document, and disseminate upper air observations using the RRS workstation in International Falls, MN. All observers shall be RRS certified by the NWS and be able to maintain certification during the contract period of performance.
