The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The Northeast Fisheries Science Center (NEFSC) is seeking a charter vessel to survey for North Atlantic right whales and support a small Rigid Hull Inflatable Boat (RHIB). When whales are located, the RHIB will be deployed with about 4 science personnel, if weather permits. Scientist will use the charter vessel as a platform to deploy and retrieve a small Unoccupied Aerial System (sUAS). Oceanographic sampling will be done from the charter vessel. The survey area is expected to be in the Great South Channel and south of Nantucket and Martha's Vineyard, but possibly extending north to George's bank or Gulf of Maine and south to the New York bight. There is no intent to leave U.S. waters. This requirement is expected to result in a single award Firm-Fixed-Price contract. The period of performance of this Contract is for up to 21 days at sea, with the desired period of performance from May 1 - June 1, 2019. This time period may be broken into two legs, depending on staffing and needs of the charter vessel. The RFQ will be solicited as Unrestricted. The applicable NAICS Code is 483112, Deep Sea Passenger Transportation, which has a corresponding size standard of 1500 Employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. The Award will be made to the quoter whose quote meets all Specifications and solicitation requirements and is determined to be the best value, by an integrated assessment of price and other evaluation factors listed in the Request for Quotation (RFQ). The anticipated award date is April 2019. Hard copies of the RFQ will not be issued. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
