THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M219QNCNT0116 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Center for Operational Oceanographic Products and Services (COOPS), Chesapeake, VA has a requirement for various engineered items in accordance with the attached drawings and specifications. Delivery shall be FOB Destination on or before June 1, 2019 to the Conrad Blucher Institute for Surveying and Science, Texas A&M University-Corpus Christi, 6300 Ocean Dr., Unit 5799, Corpus Christi, TX 78412-5799. The Government will award a Firm Fixed Price Contract based on the lowest price technically acceptable (LPTA) offer. This RFQ is being issued as a Total Small Business Set-Aside. The associated NAICS code is 332322, Sheet Metal Work Manufacturing, with a business size standard of 500 employees. Please see attached drawings for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. 4. Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. 5. Terms of any express warranty. 6. Price and any discount terms 7. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 8. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); FAR 52.212-3 starts on page 13 of this solicitation. 9. Provide past performance references for no more than three similar and relevant contracts, ongoing or performed in the last three years. 10. Acknowledgment of Solicitation Amendments (SF-30), if any. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 2:00 P.M. Eastern on April 19, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable officer. Quotes must be submitted to the Contract Specialist, Lynne Phipps, at lynne.phipps@noaa.gov All questions must be submitted in writing to lynne.phipps@noaa.gov by 2:00 P.M. Eastern on April 12, 2019. Telephonic requests will not be honored. The anticipated award date is on or about April 23, 2019. All interested parties wishing to submit a quote must be registered in the SAM database prior to submission of an offer to be considered for award.
