THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M219QNCNS0112 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-101. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service, Hollings Marine Lab, Charleston, SC has a requirement for the replacement of existing lighting and installation of new lighting in accordance with the attached Statement of Work. The Government will award a Firm Fixed Price Contract based on the lowest price technically acceptable (LPTA) offer. This RFQ is being issued as a Total Small Business Set-Aside. The associated NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors with a business size standard of $15.0 million. Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. 4. Provide a technical description of the product being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. 5. Terms of any express warranty. 6. Price and any discount terms 7. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 8. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically); FAR 52.212-3 starts on page 13 of this solicitation. 9. Provide past performance references for no more than three similar and relevant contracts, ongoing or performed in the last three years. 10. Acknowledgment of Solicitation Amendments (SF-30), if any. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by11:00 P.M. Eastern on April 24, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable officer.
