THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M219Q01590 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-02. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory (HML), Charleston, South Carolina has a requirement to replace approximately 123 feet of ½" x 2" rigid stainless steel vacuum jacket cryogenic piping designed for transferring LN2 along with all other associated fittings to replace the existing cryogenic piping. Additionally each section of pipe will include a DV6 vacuum tester. The NMR magnets require refilling with LN2 approximately every seven (7) days so the contractor must complete all work associated with the pipe replacement within that 7 day period. The Government will award a Firm Fixed Price Contract based on the lowest price technically acceptable (LPTA) offer. This RFQ is being issued as a Total Small Business Set-Aside. The associated NAICS code is 332420, Metal Tank (Heavy Gauge) Manufacturing, with a business size standard of 750 employees. Please see Statement of Work/Requirement/Schedule for details. Additionally, each offeror must provide the following information with the quote: 1. The Request for Quote (RFQ) number; 2. The Name, Address, Telephone Number, and DUNS Number of the Offeror; 3. Provide a technical proposal in sufficient detail to evaluate compliance with and address the ability of meeting the requirements per the Statement of Work/Schedule/Requirement. This may include literature, or other documents if necessary. The Technical proposal MUST include: 1.) Certifications, credentials and documentation to verify your company's compliance with the requirements of the Statement of Work. 2.) Past performance history showing contracts performed for this type of service for the Federal Government or civilian agencies in the last 3 years. Include organization, POC (name, phone or email address). 3.) Provide two references for similar services. Include organization, POC (name, phone or email address). 4. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 5. A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b)for those representations and certifications that the offeror shall complete electronically);FAR 52.212-3 starts on page 13 of this solicitation. 6. Acknowledgment of Solicitation Amendments (SF-30), if any. All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by11:00 P.M. Eastern on July 18, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable officer. Quotes must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov. All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by 8:00 A.M. Eastern on July 18, 2019. Telephonic requests will not be honored. The anticipated award date is on or about July 19, 2019.
